Global CISO organisation

ING Office of the CISO focuses on Information Security steering, threat management and assurance. We translate key risks & threats, high-level business requirements and applicable law & legislation into IT Security Standards & Architectures and enterprise wide Information security initiatives to achieve ING's objectives, while delivering threat intelligence and monitoring the external threat landscape.

Global Intelligence Centre

The Global Intelligence Centre (GIC) is part of the Cybercrime Expertise & Response Team (CCERT), within the Global CISO office, and forms part of the ING Cybercrime Defence Framework as adopted by the ING Management Board Banking. The key mission of GIC is to enable stakeholders to be a step ahead in an ever changing world and to provide internal stakeholders with decision advantage. A diverse combination of different background and skills within the team helps us deliver a thorough understanding of all levels of the threat landscape across all business areas.

Intelligence officer FinancialCERT NL

GIC is looking for an enthusiastic and experienced Intelligence officer to work as a full time liaison in the Dutch FinancialCERT initiative, currently hosted at ABN-AMRO in Amsterdam.

The FinancialCERT is an initiative of ING, ABN AMRO and Rabobank and is responsible for delivering actionable intelligence to the wider financial community. In addition to identifying proactive threat mitigation strategies the initiative is designed to increase awareness of the cyber threat landscape while supporting rapid response to threats impacting member institutes.

As a liaison officer you will represent ING in the FinancialCERT and will work with the other analysts to research and identify shifts and trends in threat actor intent, capabilities and targets. You will also be responsible for providing high quality intelligence to enable member banks to rapidly align defensive capabilities and quickly adapt to changing adversary tactics.

You will play a key role in fostering engagement and partnerships with local businesses, local government and private sector peers. You are expected to actively participate in information-sharing initiatives and work with wider industry peers to further develop the understanding of the threats to the Dutch financial sector.

Experience and skills required

  • Experience with intelligence analysis techniques and methodologies
  • Experience with and an understanding of tactical, operational and strategic intelligence
  • Understanding of the concept of Intelligence Requirements
  • Understanding of the intelligence cycle and experience working accordingly
  • Understanding of Tactics, Techniques and Procedures of threat actors
  • Experience working with frameworks and concepts like the Kill Chain and ATT&CK
  • Experience with commercial intelligence products and sources
  • Comfortable in writing reports in BLUF (Bottom Line Up Front) formats
  • General knowledge of current cyber security and information security practices, principles, tools and techniques
  • Local expertise on landscape and threat actors
  • Active memberships in (local) security and intelligence communities

Personal skill

  • Experience in working collaboratively across multi-functional teams in an agile environment
  • Creative and flexible mindset
  • Strong organisational sensitivity
  • Strong communication and presentation skills
  • Fluency in written and spoken English is required. Ability to speak Dutch is highly desired

Desired qualifications:

  • 5+ years’ experience within a relevant domain
  • International work experience with strong network within international security initiatives
